Anyone can create a coin with different parameters. They could want 1 hour blocks or 1 second blocks.

The security issues with fast blocks and blocks with a lot of data are latency and the risk that the chain becomes out of sync. The issues with long time for confirmation blocks are obviously transactions that take too long to confirm and it isn't practical waiting that long for confirmations.

Ethereum's confirmation block time is 15-20 seconds and I've heard that's borderline risking complications. The other issue is block size and memory requirements.

I believe vertcoin has a fair balance for their block time and memory cap.
